James Powell Early, 67, died Oct. 30, 1994, in his home after a long illness.
He was born in Appalachia, Va., the son of the late James Carleton Early and Ivy Brinson Early. He was a long time Portsmouth resident prior to moving to Suffolk in 1984.
He retired in 1986 from the position of Regional Director of the Office of Civilian Personnel Management, Southeast Region, following a long and distinguished career with the Department of the Navy. He also served as Director, Industrial Relations Office, at the Norfolk Naval Shipyard and Civilian Personnel Officer at the Naval Air Rework Facility and the Public Works Center.
He received a Bachelor of Arts from Atlantic Christian College in 1952 and a Masters Degree from George Washington University.
He served as a member of the Board of Directors of several organizations including the Navy Board of Governors and the Portsmouth Fine Arts Commission.
He was a former Chairman of the Southeastern Tidewater Opportunity Project (STOP) and was a former Chairman of the Portsmouth Mayor's Manpower Commission. He was an Army veteran of World War II.
He is survived by his wife, Carolyn Pritchard Early; two daughters, Susan E. King of Virginia Beach, and Lauren E. DeRidder of Richmond, Va.; two sons, James Carleton Early II of Surry, Va., and Christopher K. Early of Alexandria, Va.
A funeral will be conducted at 2p.m. Wednesday in Sturtevant Funeral Home, Bennetts Creek Chapel, by the Rev. Dick Browder. Burial will follow in Olive Branch Cemetery. The family will be at the funeral home today from 7 to 8:30 p.m. contributions may be made to the American Cancer Society or to Bennetts Creek Volunteer Rescue Squad.
