The City Council took the following actions at its public hearing Monday:

Public hearing on rezoning, use permit applications and code amendments:

CITY CODE AMENDMENT: Proposal to amend zoning Zoning Ordinance (Chapter 40) Downtown Districts to create a Downtown Cultural and Arts zoning subdistrict. Deferred until Jan. 9

DOWNTOWN NEIGHBORHOOD: Request by city to rezone Middle Street Mall from Downtown D-1-M Mixed Use to Downtown D-1 CAT Cultural, Arts and Trade. Deferred until Jan. 9

CITY CODE AMENDMENT: Proposal to amend Article IV Historic District to allow for conversions for houses more than 5,000 square feet that do not meet dimension requirements. Approved, 7-0

OLDE TOWNE NEIGHBORHOOD: Use permit application of Joyce DeBause to convert existing structure to a triplex at 415-419 Court St. Approved, 7-0

CAVALIER MANOR NEIGHBORHOOD: Application of Paul Battle to use 914 Dandridge Drive as residential-care facility. Approved, 7-0

PRENTIS PARK NEIGHBORHOOD: Rezoning application of James Bazemore to rezone property at 1513 Columbus Ave. from Residential Single-Family RS-60 to Industrial M-2, deferred from public hearing meeting Oct. 10. Denied, 7-0

The City Council took the following actions at its meeting Tuesday:

Ordinance to appropriate $211,740 from Capital Improvements Fund for repair and replacement of roofs on various city-owned buildings, and motion awarding contract to low bidder of each project. Among those buildings identified as having greatest need are Willett Hall, City Jail and Human Services garage. Approved, 7-0

Ordinance to amend Section 30-54 of the city code pertaining to selection of a chairman of Board of Trustees of the Portsmouth Supplemental Retirement System; ordinance gives board members the authority to elect a chairman from its membership. Approved, 7-0

Resolution appointing viewers to close Wavy Street between eastern right-of-way line of Ruth Brown Avenue and the western right-of-way line of First Street, and a lane bounded by Randolph Street and Wavy Street and Ruth Brown Avenue and First Street; street closure would enable the city to provide a ready-to-build site. Approved, 7-0

Resolution authorizing city's 1995 legislative proposals to be presented to the Portsmouth delegation for action in 1995 General Assembly session. Deferred until Nov. 22

Motion requesting permission to exceed the 25 percent limit on change orders to the design contract for the new Churchland Fire Station. Funds were included in a previous capital improvement plan for the design of the new fire station to be utilized by fire and police personnel. Approved, 5-2; Martin and Clemons opposed

Motion to appropriate $49,932 from grants contingency account for a filtration structure to remove pollutants from a stormwater run-off and award contract to National Oceanic and Atmospheric Administration (NOAA); no local match required. Approved, 6-0-1; Clemons abstained
