The State Corporation Commission has approved a Bell Atlantic-Virginia plan to eliminate toll charges on telephone calls between Williamsburg and the lower Peninsula. But calls between the city and Hampton, Newport News, Poquoson and parts of York County will not be totally free. Williamsburg-area phone bills will go up 95 cents a month for residents and $3.83 a month for businesses. Phone bills for lower Peninsula customers will not be affected.
