With only three more bidding days before Christmas, competitors in the government's largest auction of the airwaves have bid $1.12 billion for licenses for new wireless phone services. But that still leaves the total after two weeks of bidding well below the $10 billion the government forecast it would gain from the auction. High bids range from $187.5 million for a license for personal communications services in the New York region to $1,000 for a license in Wichita, Kan. The high bidders for two licenses in the Richmond-Norfolk area are Cox Cable Communications Inc., which bid $18.3 million, and Southwestern Bell Mobile Systems Inc., which bid $17.4 million.
