Frank Wallace Kellam, 89, of the 2300 block of Princess Anne Road, died Dec. 25, 1994, in Virginia Beach General Hospital.
Mr. Kellam was born in Virginia Beach and had lived there most of his life. He was one of 16 children of A.E. and Clara Eaton Kellam. He was married to Thelma Bishop and was a member of Nimmo United Methodist Church. He served the church many years as a teacher and superintendant of the Church Schools. He was also a baseball star at Oceana High School and had recieved several baseball awards.
Mr. Kellam was a founder of Kellam and Eaton, Inc., and Princess Anne Plumbing and Electrical Supplies, Inc. He served as the Director of the Bank of Virginia-Tidewater and was the past president of the Virginia Building Material Association. He also served as director from Virginia on the National Retail Lumber Dealers Association, and on National Advisory and Legislative Committees of the National Lumber Dealers Association.
He was active in Red Cross and the Blood Bank for several years and was a leader in Scouting for many years. He was a member of the Board of Directors of Virginia Beach General Hospital for a number of years.
Mr. Kellam served as chairman of the Virginia Beach Industrial Authority for 11 years, the former chairman of Rudee Inlet Authority and Virginia Beach Development Council, and the Tidewater Development Council for many years. He also served 12 years as Commissioner of Virginia State Port Authority.
Mr. Kellam was president of the Princess Anne Ruritan Club, district governor of the Holland District, vice president and national president of Ruritan. He was a past president and now honorary member of the Virginia Beach Rotary Club, and was past district governor of the 277th District of Rotary.
He was past president of the Virginia Chamber of Commerce, past master of Princess Anne Lodge (NU)25 A.F. & A.M., charter member of Lynnhaven Lodge (NU)220, A.F. & A.M., past district deputy grandmaster of District (NU)56, past president of Virginia Beach Shrine Club, and potentate of Khedive Temple. He also served as vice president and president of Mid-Atlantic Shrine Association.
In addition to these, Mr. Kellam was also a member of John Walters Royal Arch Chapter, Grice Commandery (NU)16 Knights Templar, Norfolk Consistory of the Scottish Rite, Royal Order of Jesters, Royal Order of Scotland, Knight Court of Honor, 33rd Degree Scottish Rite Mason, Sons of the American Revolution, and was a marshall of the Pungo Strawberry Festival.
Mr. Kellam is survived by his wife, Thelma Bishop Kellam; one daughter, Jacqueline Bonney of Virginia Beach; one son, David E. Kellam of Virginia Beach; one step-daughter, Diane Chesnick Cofer of Philadelphia, Pa.; one step-son, Frank R. Chesnick of Virginia Beach; two brothers, Judge Richard Kellam and William G. Kellam, both of Virginia Beach; eight grandchildren, and eight great-grandchildren.
The funeral will be conducted at 11 a.m. Wednesday in Nimmo United Methodist Church by the Rev. John B. Morris. Burial will be at Nimmo Church Cemetery. The family will be at Holloman-Brown Funeral Home, Lynnhaven Chapel, Tuesday from 7 to 9 p.m. Memorial donations may be made to the American Diabetes Foundation. Masonic Rites will be accorded at the grave.
