Regarding the Norfolk sheriff's rejecting $5 gift bags donated by the Salvation Army for inmates:
Comments by the sheriff and jail chaplain were very pious. Norfolk city officials now can choose who deserves what and when.
I am appalled that in the prime of the season marked by the ``spirit of giving,'' people of authority have such an unforgiving attitude.
