House Speaker Thomas W. Moss Jr., D-Norfolk - This could be the

most important session of Moss's political life. His task will be to

compromise with mandate-toting Republicans but save face for

Democrats as they head into November elections.

Otherwise, the GOP could sweep into majority power and Moss would

be the first Democrat ever to lose the speaker's seat to a

Republican.

Sen. Mark L. Earley, R-Chesapeake - Earley will be the point man

for many of the governor's initiatives in the Senate, especially

welfare reform. Sen. Kenneth R. Stolle of Virginia Beach will also

be a lead blocker for the governor on criminal justice bills.

Because parole reform was tackled last year, welfare reform is

likely to be more prominent this go-around.

Del. Jerrauld C. Jones, D-Norfolk - His signature issue,

riverboat gambling, is going to be one of the key battles of the

session. Jones' challenge is to portray riverboats as a plentiful

source of revenue to help pay for tax cuts, while assuring

conservatives that legalizing gambling isn't a moral mistake. A

tricky path for an occasional hothead.

Del. Robert F. McDonnell, R-Virginia Beach - Emerging as the

leading voice of the ``God Squad'' in the House, a fresh crop of

suburban conservatives who delight in challenging the Democratic

leadership. A skillful floor debater, McDonnell will carry some of

the governor's initiatives.

Del. Glenn R. Croshaw, D-Virginia Beach - One of the leading

voices of the mainline Democrats, Croshaw will be at the heart of

that party's effort to stay in the majority. Has carried ethics

reform legislation and last fall crossed party lines to sign on as a

sponsor of the governor's parole reform plan. He'll be at the fore

of compromise efforts.
