CAREER TRACK

ACCOUNTING

Robert L. Whiddon was named a partner with the accounting firm of Edmondson LedBetter & Ballard in Norfolk. Whiddon joined Edmondson in 1992 to direct its tax practice. He holds a master of science degree in taxation, and serves on the Virginia Society of Certified Public Accountants federal tax committee.

BANKING

Signet Bank promoted L. Ann Cary and S. Elizabeth Radd to vice presidents.

Cary is vice president in retail delivery and is an area manager for branches in Norfolk and Portsmouth. She has been with the bank since 1976.

Radd joined Signet in 1977 and manages the retail branches in Virginia Beach and Chesapeake.

The bank also promoted Janet E. Pattee and Bonnie Stancil to operations officers. Pattee is in charge of operations in Virginia Beach and Chesapeake, and Stancil on the Peninsula.

Thomas A. Barton Jr. was elected to the board of directors with First Virginia Bank of Tidewater. Barton is owner and president of Beach Ford in Virginia Beach. He was recently appointed to the Commonwealth's transportation board and the Chesapeake Bay Bridge and Tunnel Commission.

Barton also serves as a director with Tidewater Health Care Inc. and with the Eastern Virginia Medical Foundation's development board of the Medical College of Hampton Roads.

The Bank of Hampton Roads promoted Linda I. Murphy from a training officer to an assistant vice president. She is with the bank's Mt. Pleasant Road branch in Chesapeake.

Other promotions at branches in Chesapeake were: Ashley L. Owen from marketing coordinator to marketing officer at the Greenbrier office, and Diana C. Braziel from assistant manager to manager at the Northwest office on Relay Road.

MID-ATLANTIC

Scott & Stringfellow Financial Inc. in Richmond elected Charles L. Gold and Thomas Adamson IV executive vice presidents. Gold joined the brokerage firm in 1975, and Adamson in 1989. Both serve Scott & Stringfellow's board of directors.

Michael J. Ruehling has been appointed vice president-state relations for CSX Corp. He will oversee and coordinate the activities of 11 resident vice presidents and other governmental affairs representatives who are responsible for legislative activities in states where CSX and its business units operate.

Ruehling will relocate to Richmond from Lexington, Ky., where he has been resident vice president-state relations for CSX Transportation since joining the company in 1989. Jay S. Westbrook has been appointed resident vice president-state relations replacing Ruehling in Kentucky.

CHAMBER

Patrice M. Nemetz-Gardner was promoted from manager of computer operations to regional director of management information systems with the Hampton Roads Chamber of Commerce. Nemetz-Gardner joined the chamber in 1986 as a staff accountant.

LAW

Allan G. Donn was elected to the membership of The American Law Institute. The national institute is an association of some 3,000 judges, lawyers and law teachers that promotes clarification and simplification of the law and its better adaption to social needs through continuing legal education.

Donn, an attorney with Willcox & Savage in Norfolk, is the only practicing lawyer in the Hampton Roads area to be named to this membership.

Thomas C. Inglima was appointed an associate with the Norfolk law firm of Willcox & Savage. Inglima was an associate with McGuire, Woods, Battle & Boothe in McLean. He will serve in the firm's corporate section concentrating on areas of general corporate and securities.

The Virginia Law Foundation's board of directors elected three local lawyers as Fellows for distinguished leadership in their professions and communities. Those selected were: James R. McKenry, a partner with Heilig, McKenry, Fraim & Lollar in Norfolk; Gregory N. Stillman, a managing partner with Hunton & Williams in Norfolk; and Theophlise L. Twitty, a principal with Felton, Johnson & Redden in Newport News.

RETAIL

Dollar Tree Stores Inc. promoted two eight-year veterans with its retail chain of one dollar priced items.

Thomas J. Bowyer was promoted from vice president to senior vice president of sales and operations, and David W. Thomas from director of real estate to vice president of leasing.
