The Weather Channel, one of Norfolk-based Landmark Communications Inc.'s cable-TV networks, said it will open an on-line ``forum'' Thursday on the CompuServe computer network. CompuServe subscribers who gain access to the forum will be offered a Weather Channel program guide, live conferences with meteorologists and weather-related safety tips, among other things.
