AUSTIN E. OWEN III

Austin E. Owen III, died Feb. 11, 1995 after an extended illness with emphysema. He was born July 21, 1924 in Norfolk.

He is survived by his wife, Edythe Dalton Owen of the home; three daughters, Judith Owen Hopkins of Kernersville, N.C., Elizabeth Owen Scaff of Palm Beach, Fla. and Martha Berkley Owen of Virginia Beach; one son, Austin E. Owen, IV of Hanalei, Hawaii, and six grandchildren. Other survivers include three sisters, Judith Berkley Matthews, Helen Owen Kellam and Calvert Owen Mitchell, and three brothers, Richard Clement Owen Jr., William L. Owen, and Peyton H. Owen.

Judge Owen graduated from Maury High School and attended North Carolina State and University of Kentucky under the Army Specialized training program. He served in the U.S. Army during World War II. He graduated from the T.C. Williams Law School in 1950. He was formerly the Assistant U.S. Attorney for the Eastern District of Virginia, and a partner in Owen, Guy, Rhodes, Betz, Smith and Dickerson. In 1974, Judge Owen was appointed as a Judge of the Second Judicial Circuit of Virginia and served until his retirement in 1990. He served a two term as Chief Judge.

Judge Owen was a member of the Virginia State Bar and a former member of it's Council. He was also a member of the Norfolk and Portsmouth Bar Assocation, and a member and past president of the Virginia Beach Bar Assocation and a former member of the American Bar Assocation. He was a member of the Judicial Conference of Virginia and is former Chairman of it's Judicial Administrative Committee. He was also a charter member of the Bench Book Committee and a member of it's Model Jury Instructions Committee.

Judge Owen was active with the United Way of Hampton Roads; the Health, Welfare and Recreation Planning Council of Hampton Roads; and the Virginia Beach Service Center.

An annual Austin Owen Lecture was established at T.C. Williams Law School in 1992 in his honor. In lieu of flowers, donations may be made to this Lectureship at the University of Richmond.

A church service will be conducted at 11 a.m. Tuesday Feb. 14, 1995 at Galilee Episcopal Church. Burial will be at Eastern Shore Chapel Cemetery. A visitation will be held today from 7 to 9 p.m. in the H.D. Oliver Funeral Apartments, Laskin Road Chapel.
