NEW VICE CNO: President Clinton on Tuesday tapped Vice Adm. Joseph W. Prueher, commander of the 6th Fleet, for a fourth star and assignment to the Navy's second-highest office. If confirmed by the Senate, Prueher, 52, will succeed Adm. Stanley R. Arthur as vice chief of naval operations. Prueher's appointment caps a professional comeback from problems growing out of his tenure as commandant of the U.S. Naval Academy in the 1980s. An earlier promotion to vice admiral was delayed because of complaints about Prueher's response to allegations in 1989 that male midshipmen had hancuffed a female mid to a urinal. To replace Prueher at the 6th Fleet, Clinton nominated Rear Adm. Donald L. Pilling, 51.
SENATE APPOINTMENTS: New chairmen have been announced for subcommittees of the powerful Senate Armed Services Committee. The appointees, named by committee chairman Sen. Strom Thurmond, are Dan Coates of Indiana, subcommittee on personnel; Bob Smith of New Hampshire, acquisition and technology; William Cohen of Maine, sea power; John Warner of Virginia, air-land forces; John McCain of Arizona, readiness; and Trent Lott of Mississippi, strategic forces.
TECH MAKES NOISE: The Office of Naval Research has awarded a $2.5 million three-year grant to Virginia Tech to find a way of controlling noise from ships and submarines. Engineers from the university in Blacksburg are working with Penn State University on building structures that would cancel out the noise with other noise.

COMMISSIONING
Sen. John Glenn, D-Ohio, will be the featured speaker for the commissioning of the attack submarine Toledo at 11 a.m. Friday at Norfolk Naval Station. The Toledo, built at Newport News Shipbuilding, is commanded by Cmdr. John F Loye III and will carry a crew of 14 officers and 127 enlisted members.
HOMECOMING
The Norfolk-based oiler Platte and its 270-member crew are scheduled to return home Friday from a six-month cruise to the Mediterranean, including a first-ever visit to the Black Sea.
CHANGE OF COMMAND
Cmdr. William J. Culbertson relieves Cmdr. Jerry L. Manthei as commanding officer of Tactical Air Control Squadron 21 at Little Creek Naval Amphibious Base. Culbertson currently is the squadron's executive officer. Manthei is being assigned to the carrier America.
