CHAMBER
The Hampton Roads Chamber of Commerce elected Charles V. McPhillips chairman of the board of directors for its international business council. McPhillips is a partner with the Norfolk law firm of Kaufman & Canoles where he practices commercial and international business law.
CONSTRUCTION
Virtexco Corp. in Norfolk elected Linda Mehne secretary of the corporation. She will administer all accounting finance operations. Mehne has been with the firm since 1983 and most recently served as head bookkeeper.
HEALTH CARE
Dr. Thomas D. Brown was named medical director of the Sentara Cancer Institute in Norfolk. He will oversee the institute's work in cancer prevention, detection, diagnosis, treatment and research.
Brown is an internal medicine physician specializing in hematology and medical oncology. He is a Sentara Medical Group physician practicing in the NDC Medical Center.
MUNICIPALITY
Richard T. Bartlett was named director of development with the Chesapeake Redevelopment and Housing Authority. He will be responsible for all planning, design and construction for facilities owned and operated by the authority.
Bartlett, a civil engineer, holds a master's degree in constrction management. He was a construction project manager for the Moores Bridges water purification plant in Norfolk with the New Jersey-based firm of Havens & Emerson Consulting Engineers.
LAW
Bill H. McKinnon was named of counsel with the firm of Croshaw, Beale, Hauser & Lewis in Virginia Beach. His areas of concentration are banking, estate planning and closely held business planning.
McKinnon was a senior vice president and manager in the personal trust business development area for Virginia and Eastern North Carolina with NationsBank.
Ronald P. Donn was named chairman of the real estate section with the Virginia Bar Association. Donn is area agency counsel with the Lawyers Title Insurance Corp. He formerly was a partner with the law firm of Willcox and Savage.
MEDIA
Jeff Armstrong was promoted from an account executive to local sales manager with WGNT-Radio in Portsmouth.
ORGANIZATIONS
The Portsmouth Partnership, an organization supporting the economic development of the city, elected Vann H. Lefcoe president for 1995. Lefcoe is with McGuire, Woods, Battle & Boothe.
The Community Associations Institute, Southeastern Virginia chapter, elected Patricia A. Wasson president for 1995. Wasson is president of Campbell Wasson & Associates Inc.
REAL ESTATE
Wendell A. White was named senior vice president of residential marketing with The Breeden Co. Inc. in Virginia Beach. He will be responsible for all phases of construction, development and sales for 12 sites.
White, a 25-year veteran in the real estate industry, was president of Professional Realty Corp. prior to its merger with Long and Foster Realtors. He serves as chairman of the Pembroke advisory board with Princess Anne Bank.
Correction: The Bank of Tidewater's newest location is at 770 Lynnhaven Parkway. The location given of the new branch in the March 13 Business Weekly was an already established location on Laskin Road.
