On July 29, 1993, Sen. Charles Robb wrote the following to me in response to my inquiry regarding his position on striker-replacement legislation:
``I supported the effort to limit debate on this bill (S.55) because I believe we in the Senate have an obligation to confront such controversial issues head on. In fact, I feel so strongly about this that I have, with very few exceptions, voted for cloture even when I disagreed with the substance of the measure in order to enable the Senate to work its will.''
I see from the March 20 issue of your paper that Senator Robb voted against cloture of debate on the bill to negate President Clinton's executive order to withhold government contracts from contractors who employ replacements for strikers. It appears that, faced with the loss of support of organized labor, Mr. Robb no longer feels quite so strongly about letting the Senate work its will.
