BRAC IN BALTIMORE: Residents and elected officials from the Cherry Point, N.C., area will get to complain, and their counterparts in Virginia Beach will praise the Pentagon's good judgment, at a May 4 hearing of the Defense Base Closure and Realignment Commission in Baltimore. The Defense Department has asked the commission to order that about 160 F/A-18 jets, now based at Cecil Field, Fla., be moved to Oceana Naval Air Station. A 1993 base-closing commission directed the planes to Cherry Point Marine Corps Air Station. The time of the hearing hasn't been set.

BALL CAPS OK: Ball caps can be worn with dungarees as part of the Navy uniform, the service has announced. Two plain ``Navy'' caps will be issued to new recruits starting Oct. 1. Command ball caps also are allowed. The caps become mandatory with dungarees Oct. 1, 1996.

MONTPELIER FEATURED: The Norfolk-based attack submarine Montpelier will be featured on public TV's ``The Sounds of Discovery'' at 8 p.m. April 5 on WHRO-TV locally. The program documents advances of whale migration and communication, using the sub's previously classified network of underwater hydrophones. Another documentary, ``Carrier: Fortress at Sea,'' was the most-watched program ever on the Discovery Channel, network officials said.

NAVY SURGEON GENERAL: Rear Adm. Harold M. Koenig, whose 30-year naval career includes a stint as executive officer of Portsmouth Naval Medical Center, has been nominated as surgeon general of the Navy. Keonig, now deputy surgeon general, would also be promoted to vice admiral under the nomination by President Clinton. The nomination requires Senate confirmation. Koenig, who was assigned to Portsmouth from April 1984 to June 1985, has spent much of his career on the West Coast. He is replacing Vice Adm. Donald F. Hagen, who is retiring.

CHANGE OF COMMAND

Air Force Brig. Gen. Marvin E. Esmond will relinquish command of the Armed Forces Staff College to Air Force Brig. Gen. Roger E. Carleton in ceremonies at 10:30 a.m. April 5. Esmond is to take command of the 56th Fighter Wing at Luke Air Force Base, Ariz. Carleton comes from Incirlik Air Base, Turkey, where he was commanding general of the Combined Task Force in Operation Provide Comfort.

Navy Cmdr. Vernon Hutton has assumed command of the Norfolk-based fast attack submarine Finback from Cmdr. Kevin Cheesebrough. Hutton, a former executive officer on the submarine Parche, recently served in the Office of the Navy Comptroller. Cheesebrough's next assignment will be with the staff of the 2nd Fleet.
