You are in favor of balancing the budget before effecting tax cuts (``Yes, cut deficit first,'' editorial, April 1). I believe that tax cuts can have the effect of increasing federal revenues and that those increased revenues can be applied to help balance the budget.
I challenge you to investigate the effect of President Reagan's early 1980s tax cuts upon federal revenues and to include your findings in an editorial. I further challenge you to determine and include in your editorial the reason that increased revenues failed to have the effect of reduced deficits.
You will find that the tax cuts significantly increased revenues and that Congress simply spent the increases rather than reducing the deficits.
