PORTSMOUTH - CITY COUNCIL ACTIONS - TUESDAY

The City Council took the following actions at its meeting Tuesday: Ordinance to appropriate $86,725 in Public Utilities Capital Improvements Fund for the replacement by purchase of heavy construction equipment used to maintain the city's water and sewer systems. Deferred from the regular meeting on March 28.

Ordinance to appropriate $282,000 from the Capital Improvements Fund for removal of asbestos to the second floor of the Police Headquarters building in preparation of a new General District courtroom. Also, a motion to award a construction contract to the low bidder, ACS Environmental.

Ordinance to appropriate $241,020 from the Capital Improvements Fund to install a surcharge load over the area surrounding the site of the new I.C. Norcom High School, and a motion awarding the contract to E.V. Williams Co., Inc. This work includes placement of soil to a depth of six feet over the building pad area.

Approved, 4-3; Hawks, Robinett and Martin opposed

Ordinance to appropriate $200,000 from the Capital Improvements Fund for continued improvements to the mall area for the Children's Museum of Virginia. Improvements should be complete by June 1 in order to miss the anticipated summer rush. Improvements to the mall have been approved by the Downtown Design Committee and the Fine Arts Commission.

Ordinance to appropriate $712,900 from the Public Utilities Capital Improvements Fund for the final stages of improvements at the Lake Kilby Plant to achieve compliance with evolving U.S. Environmental Protection Agency drinking water regulations, and a motion authorizing the city manager to sign a contract with CH2M-Hill for completion of this work.

Ordinance to amend Chapter 9 of the city code by amending sections 9-26 (a), 9-34, 9-38, 9-40, and 9-43 and by repealing Sections 9-3, 9-30, 9-32, 9-33, 9-42, and 9-102 pertaining to cemeteries. These code changes will bring the city code in line with existing policy and practice.

Ordinance to close streets, alleys and lanes lying within the new I.C. Norcom High School site. Closure of these streets, alleys and lanes is necessary to bring together all the necessary parcels for the new I.C. Norcom High School site.

Resolution authorizing the city manager to convey the former Churchland High School site to the Portsmouth Industrial Development Authority for potential development.

Resolution authorizing the city manager to vacate and release drainage easements on a parcel of property belonging to the city of Portsmouth at the northwest intersection of High Street and Cedar Lane.

Resolution authorizing the city manager to release utility easements in the closed portions of certain streets within the new I.C. Norcom High School site.

Resolution authorizing the city attorney to proceed to take property by eminent domain, including a certificate of taking, as needed for the widening of Twin Pines Road. The city is preparing to widen Twin Pines Road from its intersection of Towne Point Road to its intersection with Swannanoa Drive.

Resolution inviting the Institute in Basic Life Principles to establish an advanced training institute for troubled youths and their families in the city of Portsmouth.

Resolution designating the Social Services Department and other agencies as coordinators of long term care services. State law requires the governing body of each county or city to designate a lead agency and member agencies to accomplish the coordination of long term care services for the elderly.

Approved, 7-0

Motion to transfer $30,000 from the Grants Contingency Account to assist eligible Portsmouth residents in the purchase of their prescription medications through the Medication Access Program for Portsmouth (MAPP). The Portsmouth Department of Social Services received a grant in the amount of $30,000, to be divided into four payments of $7,500 each. No local match is required.
