In the absence of air-fare wars, Norfolk International Airport reported a 19.5 percent decrease in passenger traffic in March. The airport handled 218,115 passengers in March, down from 270,818 in March 1994. Last year the airport experienced a surge in business as Continental Airlines tried to establish a low-price, no-frills air service and other airlines scurried to match its fares.
