CUBANS IN THE MILITARY: The Pentagon is taking a second look at a senior general's plan to permit Cuban refugees at the Guantanamo Bay Naval Station to enlist in the U.S. military, but a spokesman suggested Tuesday that the idea has little support. ``I wouldn't hold out any great hope,'' for the proposal by Marine Gen. John J. Sheehan, head of the U.S. Atlantic Command, Defense Department spokesman Ken Bacon told reporters. At Sheehan's urging, Defense Secretary William J. Perry has agreed to reconsider the department's rejection last month of the proposal, Bacon said. There is no deadline for resolving the question, he added.

SAILORS OF THE YEAR: The Atlantic Fleet's 1995 Sea and Shore Sailors of the Year will be announced Thursday during a dinner banquet at the Virginia Beach Pavilion, completing a four-month screening process during which thousands of sailors' careers were examined. The 10 finalists and their spouses are being honored this week in Norfolk by the Hampton Roads Chamber of Commerce and various business and civic organizations. Atlantic Fleet Commander-in-Chief Adm. William J. Flanagan Jr. will be the featured speaker at the banquet.

TOP ROTC UNITS: The Army last week honored the nation's three top college Reserve Officer Training Corps programs in the nation during ceremonies at Fort Monroe. The awards, sponsored by the MacArthur Foundation in Norfolk, went to North Georgia College (large unit), Northern Arizona University (medium unit) and Slippery Rock University in Pennsylvania (small unit).

VETERANS GUIDE: The latest edition of one of the government's best-selling publications, ``The Federal Benefits for Veterans and Dependents,'' is now available from the Government Printing Office. The 111-page handbook tells veterans and their families how to get help within the government by phone, computer and mail. The 1994 edition sold 2.76 million copies, ranking No. 2 on the list of best-selling government documents. CHANGE OF COMMAND:

Capt. Otto W. Spahr III relieves Cmdr. Arthur W. Newlon as commander of Afloat Training Group Atlantic. Spahr most recently served as commander of Charleston Naval Surface Group in South Carolina. Newlon is retiring after 30 years.
