The state has established the Frank G. Carrington Memorial Internship to provide Virginia law enforcement officers with experience in dealing with crime victims.
Carrington, a former law enforcement officer who became a lawyer, pioneered the movement to provide crime victims with legal rights. He was killed in 1992 in a fire at his Virginia Beach home.
The first recipient of the internship is Joseph S. Fleming, a 28-year-old state trooper assigned to Winchester and Warren County. by CNB
