Payless Car Rental System, a St. Petersburg, Fla.-based car rental company, plans to develop franchises in Virginia, targeting Norfolk as one of its prime areas. It currently franchises car rental locations across the United States, Canada, Mexico and other international locations. The growing company has more than 100 locations worldwide. ``Norfolk is an expansion target due to the large umber of reservation requests we receive and are not able to accommodate because of our absence in this market,'' executive vice president Joseph A.
