ValuJet Airlines Inc. officials chose Newport News over nearby cities such as Norfolk and Richmond because they got a good deal. Newport News officials lured ValuJet with $1.8 million in incentives from the Newport News Industrial Development Authority, assurances that the state would finance a $285,000 passenger loading bridge and the possibility that the Peninsula Airport Commission will slash its landing fees by a third.
