Survivors include his wife, Nancy Louise Franks; a daughter, Lisa Louise Frazier of Chesapeake; three sons, Eugene Melvin Franks III of Monroeville, Pa., John Phillip Franks of Newport News and Jeffrey Alan Franks of Virginia Beach; his mother, Kathryn Lukus of Norfolk; and eight grandchildren.
All services are private, with burial at a later date. Hollomon-Brown Funeral Home, Kempsville Chapel, is handling arrangements.
