William Horace Raigns, of the 2300 block of Palmetto St., died July 21, 1995, in DePaul Medical Center.
He was a native of Scotland Neck, N.C., and was a Baptist. He was retired from the U.S. Navy.
Survivors include his wife, Gloria E. Raigns; one daughter, Denise Foulks of Norfolk; two sons, William H. Raigns Jr. of Norfolk and Jeffrey Raigns of South Carolina; his mother, Clover B. Raigns of Petersburg; three sisters, Everlyn Sykes of Washington D.C., Lizzie E. Hamilton and Phillisco Walker, both of Petersburg, Va.; two brothers, Frank Raigns and Charles Raigns, both of Petersburg; and seven grandchildren. He was predeceased by two sons, Kevin and Keith Raigns.
The funeral will be conducted at 1 p.m. Thursday in Gospel Light Church of Christ by the Rev. George Thompson. Burial will be in Roosevelt Memorial Park. The remains will be ready for viewing at 3 p.m. Wednesday. The family will assemble at the residence for the procession at noon. Carlos A. Howard Funeral Home, Norfolk Chapel, is handling the arrangements.
