Albemarle-area legislators had some of the best and the worst attendance records during the 1995 legislative session, according to information contained in a computer record of attendance and votes.
Unlike Congress, where members frequently address empty chambers and members have up to 15 minutes to vote, North Carolina legislators are expected to be on the floor whenever the House and the Senate are in session. Legislators are also expected to vote whenever they are in their seats.
In the House, the worst attendance record was recorded by Rep. Larry Shaw, D-Cumberland, who was present for 68.7 percent of the votes; the best record, by Rick Eddins, R-Wake, present for 99.6 percent of the votes, shading W.C. ``Bill'' Owens, D-Pasquotank, who voted 99.2 percent of the time.
In the Senate, the worst attendance record was recorded by Sen. Thomas B. Sawyer, R-Guilford, who was present for 36.7 percent of the vote; the best record by Sen. Jeanne H. Lucas, D-Durham, present for 99.9 percent of the vote. ILLUSTRATION: Steve Stone Graphic
