Rebecca Phelps, who steered Northeastern High School through the planning stages for a new block schedule last year, has been named principal at Grandy Primary in Camden County.
Phelps' appointment rounds out a principal shuffle in Camden's three schools, which included swapping principals at the middle school and high school.
Phelps had been at Northeastern for several years and served as its interim principal for 1994-95, spanning the gap between Eugene Yarbrough's resignation and David W. Christenbury's arrival July 1.
Phelps had been slated to return to an assistant principal position at Northeastern. Her move to Camden will be a return to her professional roots.
``She's had a pretty extensive background in elementary education,'' said Vann Pennell, assistant superintendent with the Camden County Schools. ``We've got someone who's had a lot of experience in a lot of areas.''
Pennell said that Phelps had spent nearly 20 years working with elementary grades in Ohio before coming to Elizabeth City. She also worked at Elizabeth City-Pasquotank's Sheep-Harney Elementary before moving to Northeastern.
Phelps will replace Elsie Hollowell-Pugh, who spent a year at the helm of the K-3 Grandy Primary and left the district for health-related reasons, Pennell said.
``We think we've got a very capable and high-caliber person'' in Phelps, Pennell said, adding that he did not expect her to have a difficult transition back to elementary grades.
``I think she's getting right back where she belongs.''
Officials of both school districts said they were working out a starting time for Phelps in Camden.
