Robert Ziegenfuss of Chesapeake rides a boogie board at Crotan Beach

Friday. The 17-year-old said the waves were choppy but were

returning to normal. Meanwhile, Hurricane Felix was about 400 miles

east of Virginia Beach at 5 p.m. Friday, prompting the National

Hurricane Center to lift all watches and warnings.
