James River Corp., which wants to cut $640 million in operating costs during the next three years, has taken a small step toward that goal. The Richmond-based paper company confirmed that 65 employees - including 40 at its downtown offices - have accepted an early retirement offer that improved their benefits. The estimated annual savings to James River is $5.5 million. The company wants to cut its operating costs as part of its drive to become a more focused consumer-products company.
