A man who drowned in Willoughby Bay Thursday night has been identified as Richard B. Foster, 42, of the 1700 block of Azalea Garden Road, police said.
Foster was sitting on the railing of his father's sailboat, docked in the Willoughby Bay Marina, when he lost his balance, fell overboard and apparently hit his head on the pier, police said. About 10 minutes passed before he was found underwater near the 1500 block of Bayville St.
Foster was pronounced dead at DePaul Medical Center.
