A former buyer for J.C. Penney Co. Inc. was sentenced Tuesday to 18 months in jail and fined $50,000 for taking kickbacks from vendors. As a senior buyer and executive, Jimmy Gayle Locklear recommended purchases and negotiated prices for the department-store chain, said U.S. Attorney Paul E. Coggins in Dallas. But by the late '80s, the 45-year-old businessman had begun to solicit and accept about $1 million in bribes from manufacturers' representatives, Coggins said. Those vendors included Westly Forge of Norfolk, a cutlery company that has since moved its offices from the area. by CNB
