The City Council took the following actions at its public hearing Monday (Martin was absent):

Downtown Neighborhood: Application of the city to rezone property at 439 Green St. and 614, 620, and 622 Queen St.

Northside Neighborhood: Use permit application of Nathanial C. Ray and Costella Ray for a residential care facility at 1700 and 1704 Bain St.

Approved, 6-0

Westhaven Neighborhood: Use permit application of Delbert B. Glenn for a residential care facility at 104 Utah St.

Approved, 6-0

Hodges Manor Neighborhood: Use permit application of the Church Courts of Praise Christian Center for a church at 5579 Portsmouth Blvd.

Downtown Neighborhood: Use permit application of the St. Mark Church of Deliverance for church activities at 609 Washington St.

Code Amendment: An amendment to the zoning ordinance, conditions for specific uses, to add a condition pertaining to the screening of open storage areas; and to require a use permit for outside storage of construction materials.

Resolution authorizing the acting city manager to execute a sixth amendment to the development agreement with Portsmouth Parkside Development Associates for Phase II of the Crawford Condominium project. The amendment will extend the completion date for this project to July 31, 1996.

Resolution endorsing a joint application for matching grant funds from the Department of Transportation to purchase alternative fuel vehicles. The grant application will offer to purchase three vehicles dedicated to the use of natural gas, retro-fitting five vehicles for bi-fuel use, and conversion of one vehicle for electricity.
