A woman crossing Witchduck Road late Saturday was hit by two cars and killed, police said.
Police said the woman and the driver of the first car both had been drinking.
Investigators charged Eric T. Shoulders, 22, of the 200 block of Great Meadows Court, with driving under the influence of alcohol and driving with a suspended license.
The accident happened about 10 p.m.
Police said the car Shoulders was driving north on Witchduck Road, near the intersection of Aragona Boulevard, struck Betty Jean Knight, 46, of the 1600 block of Helmsey Court. Knight had just left a nearby bar, police spokesman Mike Carey said.
A second car, driven by 16-year-old Matthew S. Ripley of the 1300 block of Baecher Road in Norfolk, also hit Knight. Ripley was not charged.
Carey said the case will be reviewed by prosecutors.
