Four teenagers have been arrested in connection with a pipe bomb that was discovered in a mailbox in the 5100 block of Cape View Ave. Saturday, police spokesman Larry Hill said Tuesday.
Fire investigators charged 18-year-old Jason Holcomb of Norfolk with manufacturing, possession and use of an explosive device and three counts of contributing to the delinquency of a minor.
A 14-year-old boy and two 15-year-old boys, all from Norfolk, also were charged with manufacturing an explosive device. Their names were not released.
Hill said the incident was random.
The bomb, left ignited in the mailbox, failed to explode. A state police bomb squad removed the device from the mail box Saturday, a spokeswoman said.
