Public hearing: Proposed Enterprise Zone Application to the Commonwealth of Virginia to encompass MidTown, Tower Mall and Fairwood areas.
Ordinance granting application of the city to rezone property at 439 Green St., and 614, 620, and 622 Queen street from downtown D-1 mixed to historic limited office (HLO).

Resolution granting the use permit application of Nathaniel C. Ray and Costella Ray for a residential care facility at 1704 Bain St.

Ordinance to amend the zoning ordinance to allow hospitals within the Commercial C-2 zoning district with a use permit.

Resolution to sell a .347 acre parcel of Portsmouth Lake Meade watershed property to the Virginia Department of Transportation for $10,049 to improve State Route 638 (Murphy Mill's Road) in Suffolk.
VDOT has developed a project to widen and eliminate a curve on State Route 638 in Suffolk. The road's relocation requires that the existing State owned drainage ditch across Portsmouth's watershed property be reworked. Improvements require the sale of this parcel to VDOT.

Resolution to support application to the Virginia Department of Housing and Community Development for a second enterprise zone to stimulate economic development activity in MidCity, Tower Mall, Fairwood Homes and surrounding areas in conjunction with the Vision 2005 economic development plan.

Motion authorizing the acting city manager to execute a consent decree which defines the Portsmouth and Redevelopment and Housing Authority and Pnuemo Abex responsibilites for clean-up and other remediation responsibilities at the Abex Superfund site as proposed by the Environmental Protection Agency.

Motion to transfer $49,970 from the Grants Contingency Account for FY/96 Southeastern Virginia Areawide Model Program (SEVAMP) contract year.
This contract provides $37,500 from Title III Older Americans Act funds for senior citizens services, including health screenings, education and promotion for 200 senior citizens, and 12,000 miles of transportation. A local in-kind match and a local cash match of $12,470 is required.

Motion to transfer $33,311 from the Grants Contingency Account to Social Services to subcontract with Tidewater Regional Group Home Commission/In-Home Services to provide group treatment services to parents and children ages 8 to 18, who have been involved with Child Protective Services.
This grant also provides for transportation, incentive awards for families who complete the program and on-site child care for children younger than eight.
