I was dismayed to see the headline ``Norfolk in top 10 declining cities'' (news, Oct. 2). Although I am not questioning your stated fact that Norfolk lost 7.6 percent in population, the sensational headline chosen by your publication gives a quite different impression.
Having been a resident of this city for 20 years, I have witnessed prosperity, not decline, for Norfolk. Redevelopment of downtown, the waterfront, Ghent, parts of Ocean View, the opera house, theaters and museums are all signs of growth in quality of life and prosperity.
Seeing on a daily basis the pride and care that so many of us take in our neighborhoods and communities, combined with the spirit of cooperation that exists between City Hall, spearheaded by the Honorable Mayor Fraim, and our diverse communities, I, for one, experience a city of prosperity - the cultural center of this region and a place that all its citizens should be proud of.
