1972 - Rein is promoted to assistant city manager.
1984 - Rein was named acting city manager for six months after City Manager John T. Maxwell resigned.
1985 - He wins another promotion to deputy city manager under City Manager Don Scalf.
1987 - He becomes city manager when Scalf is forced by council to resign. He hires Clarence V. Cuffee to serve as one of two assistant city managers.
1992 - Vice Mayor Arthur L. Dwyer leads an unsuccessful attempt to fire Rein in the wake of charges of mismanagement at the City Garage. Rein takes a six-month leave of absence to care for his dying wife. Cuffee fills in. While Rein is gone, Assistant City Manager H. Wayne Richard, who once oversaw the garage, resigns under pressure from council for his part in the scandal.
1993 - Rein promotes Cuffee to deputy city manager. Republicans on council express displeasure with Rein's proposed budget, which calls for a tax increase.
February 1995 - According to a tape-recorded conversation between Dwyer and a Chesapeake woman, which later leads to Dwyer's ouster, three council members try during a retreat to get enough votes on council to fire Rein. They are unsuccessful.
July - Vice Mayor Robert T. Nance Jr. leads another unsuccessful attempt to persuade council not to renew Rein's contract. Rein keeps his job, but is denied the raise given to other top city employees.
Tuesday - Council votes 7-2 to fire Rein. Only Mayor William E. Ward and Councilman John W. Butt stand behind the manager. Cuffee is named acting city manager. ILLUSTRATION: Graphic

take a job as a management analyst under City Manager G. Robert
House.
