David Bines Jr., 47, of Route 5, died Oct. 23, 1995, in Sentara Norfolk General Hospital.
Mr. Bines, a native of Sumter, S.C., was a safety administrator for six years at Southeastern Public Service Authority. He was also a retired safety administrator from the Pennsylvania Power and Light Company, where he worked for 13 years. He was a member of Church of the Lord Jesus Christ of the Apostolic Faith, Newport News. He was a Perquimans County Commissioner; member of the Recreation Committee; member of the Democratic Political Action Committee and member of the NAACP. He was a Pennsylvania Catholic Services foster parent of four children, and a mentor for young black males.
Survivors include his wife, Willie Ann Bines; two daughters, Davida Bines and D'ani Bines, both of Hertford; one son, David Bines III of Hertford; his mother, Sadie Bines of Hampton; three sisters, Delois Walls and Susan Murphy, both of Glen Arden, Md., and Delilah Bines of Arlington, Va.; two brothers, Michael Bines of Hampton, Jeremiah Bines of Suitland, Md.; three aunts, Ida Bell Taylor, Annie Lee Bines and Ellen Riddick; one uncle, Grant Bines; and a host of nieces, nephews, cousins, in-laws and friends.
A viewing will be held from 7 to 8 p.m. today in Corprew Funeral Home Chapel, Portsmouth. Burial will be at 4 p.m. Thursday in Lawrence-Richardson Family Cemetery, Chesapeake. The family will be at 2712 Colonial Drive, Suffolk, or 106 Briarwood Drive, Hampton. The family will assemble at the funeral home at 3:30 p.m. Thursday for the burial.
