In lieu of a pay raise next year, Gov. George F. Allen wants to stuff state workers' stockings with a two-week bonus in December 1996.
But state employees should pause before making plans for a holiday shopping spree next year.
Allen is not talking about a traditional bonus that would increase take-home pay for the month of December 1996. Rather, he is proposing an arcane ``payroll adjustment'' that would result in some benefits for workers:
Their final paycheck for 1996 would arrive two days before Christmas, rather than on Dec. 31.
Their first paycheck for January 1997 would arrive a week earlier.
They would receive an extra week's pay after they quit or retire.
Lawmakers from districts with large numbers of state employees reacted coolly to Allen's plan.
