If there was ever a doubt as to how we would respond to aggression against our troops in the Balkan troubles, it was answered by the headline ``Army to use nonlethal weapons in Bosnia'' (Dec. 9). By golly, that should make the warring factions stop and think!
When I was a lieutenant of Marines in the 1980s, our guidance was ``Peace through Strength.'' I think I've just seen the current administration's military of the '90s: ``Sensitive to the Needs of the Enemy.''
