The City Council took the following actions at its meeting Wednesday:
PUBLIC HEARINGS
A. Consideration of Rezoning Request RR11-95 (Conditional) for rezoning approximately 142 acres of land area from RR, Rural Residential to R-1, Low-Medium Density Residential (Conditional) for residential development. Approved 5-2.
B. Consideration of Rezoning Request RR14-89 (Amendment), submitted by United Church Retirement Homes Inc., to amend a condition associated with Rezoning Request RR14-89 (Conditional) to request that the expiration date of the conditional zoning of the property be extended from Dec. 30, 1995 to Dec. 30, 1997. Approved 7-0.
C. Consideration of Rezoning Request RR17-95 (Conditional), to rezone 64.3 acres of land area from RR-Rural Residential to R-1 Low-Medium Density Residential (Conditional) for residential zoning. Approved 4-3.
D. Consideration of Rezoning Request RR18-95 for rezoning approximately 2.3189 acres of land area from P-1, Public Land to RR, Rural Residential for residential zoning. Approved 7-0.
E. Consideration of Conditional Use Permit C16-95 for the use of the property for the construction of a duplex. Approved 7-0.
F. Consideration of Conditional Use Permit Request C17-95 for an attached accessory apartment on property located on White Marsh Road 7-0. Approved 7-0.
G. Consideration of the Six Year Secondary Road Construction Budget for 1995-96. Approved 7-0.
ORDINANCES
A. An ordinance accepting and appropriating state funds in the amount of $44,306 for the purpose of awarding pay increases to all employees of constitutional offices - First Reading. No vote on first reading.
B. An ordinance accepting a grant award of $1,400 from the Virginia Department of Emergency Services for purchase of radiological Emergency Preparedness Program equipment - Second Reading. Approved, 7-0.
C. An ordinance accepting and appropriating a grant award of $35,550 from the Virginia Department of Criminal Justice Services for an incident-based reporting system for the Suffolk Police Department and transferring $17,775 from the Drug Forfeiture Fund for the city's share of the project - Second Reading. Approved, 7-0.
D. An ordinance to appropriate $50,000 in funding from the General Fund Unappropriated fund balance for demolition of unsafe structures - Second Reading. Approved, 7-0.
E. An ordinance amending Article I Sections 15-4, 15-5, 15-6, 15-8, 15-22, 15-23, and Article II, Sections 15-32, 15-44, 15-49 and 15-74 of Chapter 15 titled ``Licenses,'' of the Code of Laws of the City of Suffolk. Approved, 7-0.
F. An ordinance accepting and appropriating a grant award of $10,000 from the Virginia Department of Motor Vehicles for the Federal 402 Highway Safety Program's Drive 55 project - First Reading. No vote on first reading.
RESOLUTIONS
A. Resolution authorizing the city manager to enter into Pipeline Crossing Agreements with railway companies for the purpose of installing water and sewer pipelines. Approved, 7-0.
B. Resolution approving and authorizing execution of an agreement between the state health commissioner and the City of Suffolk for a one-time general permit for pump and haul facilities. Approved, 7-0.
C. Resolution authorizing the director of Public Utilities to execute an agreement with the Hampton Roads Planning District Commission to provide the City of Suffolk with the use of HRPDC computer hardware and software in the development and maintenance of a Regional Water Consumption Database for the Hampton Roads Water Efficiency Team (HRWET) program. Approved, 7-0.
D. A resolution authorizing the city manager to execute an agreement with the Commonwealth of Virginia, Department of Transportation to adjust the city's water and sanitary sewer facilities within the North Broad Street bridge replacement project. Approved, 7-0.
E. Resolution requesting the Virginia Department of Transportation to include Stumpy Lake Court, Little Pond Court and Lakeview Court in the Pitchkettle Point Subdivision into the State Secondary Road System. Approved, 7-0.
F. Resolution requesting the Virginia Department of Transportation to include Haskins Drive in the Wilson Lakes Estates Subdivision into the State Secondary Road System. Approved, 7-0.
MOTIONS
A. Establish a City Council Special Work Session on Utility Policies for Wednesday, Jan. 10, at 4 p.m. unless canceled. Approved, 7-0.
B. Establish appointments to the Blue Ribbon Commission. Approved, 7-0.
C. Establish three percent pay increases in the salaries of the city manager, city attorney and city clerk. Approved, 7-0. MEMO: Council meetings are telecast live at 7 p.m. on Municipal TV/Channel 13
on Falcon Cable. Telecast is repeated at 10 a.m. and 7 p.m.
Thursday-Sunday. The work session on the fourth Wednesday is taped and
aired at 10 a.m. and 7 p.m. the following Thursday-Sunday.
