Letter from the city manager presenting recommendations of the City Planning Commission on the application of Hampton Roads Enterprises Inc. for the change of zoning from R-7 (one-family) to conditional C-3 (retail center district) on property of the Wards Corner Mall in the 100 block of Louisiana Drive. Recommended action: Authorize city clerk to advertise for a public hearing on Feb. 13. Approved.

Letter from the city manager and an ordinance titled ``An ordinance to amend and re-ordain section 1 of the 1993-1994 Capital Improvement Program Budget, as amended, to add one project to the Wastewater Utility Fund Projects titled `Ghent Sanitary Sewer Design' in the amount of $480,000, and to provide the funds for it by decreasing the funding for the Wastewater Utility Fund Project titled `Sewer Systems Installations,' by $480,000, from $750,000 to $270,000,'' will be introduced in writing and read by its title.
