These are actions from the Norfolk City Council meeting Tuesday. All members were present. Unless otherwise noted, all actions were unanimous.

CONSENT AGENDA

Letter from the city manager advising of a request from the chairman of the St. Patrick's Day Parade for members of the Police Department to carry the city's Mace in the parade to be held on March 16. Approved.

Letter from the city manager advising, in accordance with Chapter 33.1-41 of the Code, of emergency procurement for repairs by the Department of Utilities. Approved.

Letter from the city manager presenting recommendations of the City Planning Commission on the application of Hampton Roads Enterprises Inc. for the change of zoning from R-7 (one-family) to conditional C-3 (retail center district) on property of the Wards Corner Mall in the 100 block of Louisiana Drive. Recommended action: Authorize city clerk to advertise for a public hearing on Feb. 13. Approved.

Letter from the city manager presenting recommendation of the Planning Commission on the application of New Hope Church of God in Christ for a change of zoning at 3237-3241 Brest Ave. and 2506 Pershing Ave. Recommended action: Authorize city clerk to advertise for a public hearing on Feb. 13. Approved.

Letter from the city manager and an ordinance titled ``An ordinance to amend and re-ordain section 24-47 of the Norfolk City Code, 1979, to require payment of local taxes before issuance of a Norfolk business license,'' will be introduced in writing and read by its title. (Passed by at the meeting of Dec. 12.) Approved, 6-1; Paul R. Riddick voted no.

Letter from the city manager and ordinance titled ``An ordinance approving a right of entry for the Commonwealth of Virginia, Department of Transportation, Project No. 0194-122-103, RW 201,'' will be introduced in writing and read by its title. Approved.

Letter from the city manager and a resolution titled ``A resolution endorsing the application for Intermodal Surface Transportation Efficiency Act transportation enhancement funds to develop the site improvements at the Attucks Theater and Church Street corridor,'' will be introduced in writing and read by its title. Approved.

Letter from the city manager and an ordinance titled ``An ordinance to amend and re-ordain section 1 of the 1993-1994 Capital Improvement Program Budget, as amended, to add one project to the Wastewater Utility Fund Projects titled `Ghent Sanitary Sewer Design' in the amount of $480,000, and to provide the funds for it by decreasing the funding for the Wastewater Utility Fund Project titled `Sewer Systems Installations,' by $480,000, from $750,000 to $270,000,'' will be introduced in writing and read by its title. Approved.

Letter from the city manager and an ordinance titled ``An ordinance authorizing the operation of an establishment for the sale of alcoholic beverages for on-premises consumption at 100 Plume Center West'' will be introduced in writing and read by its title. Approved.

Letter from the city manager and an ordinance titled ``An ordinance to repeal sections 24-25 through 24-59 of the Norfolk City Code, 1979, and to adopt new sections 24-25.1 through 24-25.5 relating to administration of the Business License Tax'' will be introduced in writing and read by its title. Approved.

Resolution appointing William Craig to the Planning Commission. Approved.
