CITY COUNCIL ACTIONS - PORTSMOUTH

The City Council took the following action at its meeting Tuesday: Ordinance to appropriate $128,322 from the Capital Improvements Fund for drainage improvements to Williamsburg Avenue, Ann Street, A Street and Bain Street in West Park View. This project will improve drainage and alleviate flooding problems that were created when improper discharges of stormwater runoff to the sanitary sewer were identified and disconnected in parts of West Park View.

Motion to award a construction contract to Art-Ray Corporation.

Ordinance to appropriate $111,200 from the Public Utilities Capital Improvements Fund for the final design of the Phase III Lake Kilby Water Plant Project. Major design elements include filter to waste, filter modifications, changes to plant wastewater system, and piling for new structures based on soil borings.

Ordinance to appropriate $40,000 from the Capital Improvements Fund for iwork on to Cedar Lane. Cedar Lane is in the Virginia Department of Transportation's six-year plan, and the work will be paid for with urban funds. This appropriation represents the two percent city match required for the total funding of $2 million.

Motion authorizing the city manager to enter into a revised agreement with the Virginia Department of Transportation for reimbursement of the traffic signalization improvement project.

Resolution supporting the use of tolls for the Pinners Point Connector. Tolls would apply to all vehicles crossing the new connector, but would not apply to traffic between the Martin Luther King Freeway and the Midtown Tunnel which would not be using the new facility.

Motion to close an alley between Florida Avenue and Douglas Avenue to through traffic. Property damages and safety hazards have resulted from excessive traffic. A survey was taken and the results revealed a 4-1 response in favor of closing the alley to through traffic. Port Norfolk Civic League also supports the closing.
