Dr. Joel N. Zaba, a Norfolk optometrist, spoke on literacy, vision and learning disabilities at the national conference of The Literacy Volunteers of America in Buffalo, N.Y. Zaba presented research, co-authored by Roger A. Johnson, associate professor of education at Old Dominion University, that indicated a significant relationship between vision problems and literacy. The research was published in The Journal of Behavioral Optometry.

Dr. Gary L. Schechter, a Norfolk resident and professor and chairman of otolaryngology at Eastern Virginia Medical School, has been elected to a three-year term with the American College of Surgeons' commission on cancer.

Schechter will represent the American Society for head and neck surgery on the 102-member commission, a multidisciplinary body with representation from more than 34 national professional organizations. The commission's primary mission is to reduce the morbidity and mortality of cancer patients through standard-setting and education.

Dr. Michael E. Lee has joined the medical staff at NDC Medical Center, a Sentara Medical Group member. Lee attended the University of North Carolina School of Medicine, where he received his doctorate in medicine in 1988. Lee is board certified in internal medicine and medical oncology and board eligible in hematology.

Dr. William Neal Hovland has been appointed to the board of directors of DePaul Medical Center. Hovland, is board certified in internal medicine and geriatrics and is a Fellow in the American College of Physicians. He has been on staff at DePaul Medical Center since August 1978 and is a physician partner with the newly formed DePaul Medical Group.

Dan Gardner, a Norfolk native and the son of Virgie R. and the late Daniel M. Gardner of Norfolk, has been selected a 1996 Fellow of the Virginia Institute of Political Leadership at the University of Virginia. Gardner is one of 35 people selected to participate in the 10-month program, which begins March 8 in Charlottesville.

The institute is designed to be a laboratory where Virginia's future leaders examine political and governmental issues. The majority of course time is spent on public policy issues and ethics, and a smaller portion of time deals with developing campaign and leadership skills.

Gardner is a 1963 graduate of Maury High School and a 1968 graduate of the former Frederick College in Portsmouth.

MILITARY PEOPLE

Navy Petty Officer 2nd Class Isiah S. Haamid recently reported for duty at Naval Hospital, Beaufort, S.C. Haamid's wife, Michelle, is the daughter of James and Mary Watson of Norfolk. Haamid joined the Navy in February 1989.

Mildred Royster was selected as Civilian of the Quarter at Fleet Home Town News Center, Naval Station Norfolk. Royster, chosen as the command's top performer from among all the civilians assigned to the command, was cited for outstanding professional accomplishment, proficiency and initiative while serving as an office automation clerk.

Royster is the niece of Mildred Smith of Norfolk, and her husband, Phillip, is the son of Shirley A. Royster of Norfolk.

Navy Petty Officer 3rd Class Mark V. Wilson, son of Carol J. Wilson of Norfolk, has received the Navy Good Conduct Medal, which recognizes the service member's service during a three-year period. Wilson is assigned to the submarine USS Phoenix, which is homeported in Norfolk.

Navy Petty Officer 3rd Class Carmelita D. Braganza, whose husband Raymond is the son of Raymond Powell Sr. of Norfolk, received the Navy-Marine Corps Achievement Medal while serving aboard the decommissioned destroyer tender Yellowstone, which was homeported in Norfolk.

Braganza was awarded the medal for her outstanding performance as a storekeeper. Demonstrating superior technical skill and initiative, Braganza achieved more than 90 percent accuracy for stock material inventory during a logistics inspection.

CAMPUS NOTES

Katherine M. McLean, daughter of Mr. and Mrs. James R. McLean III of Toler Place and a graduate of Norfolk Academy, was named to the dean's list for the fall term at Roanoke (Va.) College.

Tracy R. Butts, daughter of Dorothy T. Butts of Norfolk and Lawrence L. Butts of Chesapeake, delivered her paper ``Fanny Smith, Olivia Davidson, and Margaret Murray, `The three wives' of Booker T. Washington'' at the National Association of African American Studies conference on Saturday in Houston, Texas.

Butts is a 1988 honor graduate of Maury High School and a graduate of Virginia Tech. She is working on her doctorate in English at the University of Georgia.
