Harold C. ``Hap'' Hoy has been named Norfolk First Citizen for 1995 by The Cosmopolitan Club of Norfolk.
Hoy, chairman of the board of Hoy Construction, was cited for his support and leadership in various projects involving Hampton Roads youth. He has served as president of the Tidewater Council of Boy Scouts, a director for Candii House and headed the construction of Kids Cove at Mount Trashmore in Virginia Beach.
Formally titled ``The Distinguished Service Medal for Civic Affairs,'' the award has been given annually since 1928 by the Cosmopolitan Club of Norfolk.
Previous recipients include Colgate W. Darden Jr., Frederick Duckworth, Henry Clay Hofheimer II, Frank Batten, Dorothy M. Doumar, Joshua P. Darden and Hunter Hogan. Thomas J. Wilcox was last year's recipient. by CNB
