Two public administrators were recently named Public Administrator of the Year by the Virginia Chapter of the American Society for Public Administration.
William E. Harrell, Suffolk assistant city manager for development, was given the George Robert House Jr. Award for Outstanding Service.
Gwendolyn Davis, a legislative liaison and a management analyst for the city of Portsmouth, was given the Julian F. Hirst Award for Distinguished Services.
The House award honors administrators under age 35; the Hirst award is given to administrators over age 35.
Harrell, 34, has been with the city for 10 years. He has held a variety of jobs, including utilities director and administrative analyst.
Davis, 38, started her career in the city of Suffolk as an administrative analyst. She moved on to Portsmouth in 1982, and has worked in several positions including administrative assistant, assistant to the city manager and director of human services.
For the past three years, the ASPA has been giving awards annually based on performance, creativity, professionalism and dedication.
