Police have arrested a Portsmouth man in connection with the fatal shooting of Julian W. Pugh and the wounding of a woman last summer, police spokeswoman Amber Whittaker said Monday.
Michael F. Vinson, 22, of the 1000 block of Crabapple St. was arrested without incident Sunday.
He was charged with murder, two counts of using a firearm in a felony, malicious wounding and possession of a firearm by a convicted felon.
The shootings occurred Aug. 7 about 3:30 a.m. When police arrived in the 1400 block of County St., they found Pugh lying in the street. He was taken to Sentara Norfolk General Hospital, where he later died.
A woman, whom investigators did not identify, said she was walking along Barbour Drive when she heard a man arguing with Pugh. She said she began running back toward her apartment when she heard three or four gunshots and was hit in the left leg.
Vinson was being held in Portsmouth City Jail.
