The Allen administration will sponsor a Fatherhood Forum in Norfolk on July 16 to gather ideas for fostering parental involvement and stable communities.
The forum is part of the Virginia Fatherhood Campaign unveiled Friday by Gov. George F. Allen.
Allen said the campaign fit with his philosophy that government cannot solve problems such as poverty, crime and unwed motherhood.
``You are the ones - not government - that can make a difference,'' Allen told a crowd at Mary Munford Elementary School in Richmond's affluent Near West End.
The Allen administration paid $260,000 to The National Fatherhood Initiative, a Pennsylvania-based think tank, to produce public service announcements, hold forums and assist local efforts.
