MAN'S DEATH IN BAY RULED ACCIDENTAL

State police and Navy investigators have concluded that the June 7 death of Kelson Fisher, 39, who fell from the Hampton Roads Bridge-Tunnel, was accidental.

On Friday, State Police spokeswoman Tammy Van Dame said investigators have determined that Fisher, of Newport News, was intoxicated and accidentally fell over the railing of the southwest section of the bridge into Willoughby Bay.

Witnesses originally told police that Fisher caused a minor accident just before 5 p.m. on Interstate 64, then drove away and stopped at an emergency pull-off. They said it looked as if he scaled a wall and jumped.

Fisher was a sailor stationed aboard the carrier John C. Stennis.
