My wife and I moved to Hampton Roads in October 1993. When we arrived, Military Highway was undergoing construction between Providence Road and Military Circle Shopping Center. Today the same area is still under construction. Does anyone know why this project is taking so long to complete? Is there an estimated completion date? May I anticipate completion of this project during my lifetime?
