Meyera Oberndorf was sworn in as mayor for the third time Tuesday
when the Virginia Beach City Council began its new term of office.
With council members trading smiles and jokes, the mood was jovial
as members were sworn in by Clerk of Court J. Curtis Fruit. In
addition to Oberndorf, council member, W.D. Sessoms Jr. was
appointed to his third term as vice mayor. The only newcomer to
this council is Reba S. McClanan, who had served previously, but had
stepped down four years ago. She won a spot on the council again in
