Romaine ``Ray'' Otto, 65, formerly a resident of Norfolk, died Friday, Aug. 16, 1996, at Martha Jefferson Hospital in Charlottesville.
Born in Cedar Falls, Iowa, Dec. 23, 1930, he was a son of the late Fred R. and Vera Hammer Otto. Mr. Otto was a U.S. Army retired sergeant major, whose 30-year distinguished military career included service in the Korean Conflict, Vietnam War, service with the Joint Chiefs of Staff at the Pentagon, NATO Headquarters in Izmire, Turkey and ROTC instructor at Old Dominion University in Norfolk.
Survivors include his wife, Barbara Sutton Otto; two sons, Russell R. Otto of Gansevoort, N.Y., and Steven T. Otto of Hyattsville, Md.; a daughter, Lynda Otto Howell of Virginia Beach; a brother, Floyd R. Otto of North Hollywood, Calif.; two sisters, Leita Neumann of Cedar Falls and Juanita Duffy of Des Moines, Iowa; and two grandchildren, John and Sarah Otto. He was preceded in death by a son, Air Force Capt. John F. Otto.
A graveside service will be conducted at 3 p.m. Friday, Aug. 23, 1996, in Arlington National Cemetery. The family will receive friends at his home in Tyro. In lieu of flowers, memorial contributions may be made to the Humane Society/SPCA of Nelson County, P.O. Box 85, Arrington, Va. 22922. Byrum-Parr Funeral Home, Roseland, is handling arrangements.
